Local authorities have to be informed where the location of your official residence is within one week of moving in to a new permanent address (registration is free). This is required of all residents in the community, regardless of their origin.
One person can achieve a registration for an entire family if the documents are complete, the parents are married and if the children are underage. Unmarried partners and full age children have to provide the person who arranges for their registration their documents and a certificate of authority.
This registration involves going to the registration office (Bürger- und Ordnungsamt - Abteilung Einwohnerwesen) where you fill out a form in which you provide your new address. In Darmstadt, the registration office is placed very close to the Luisenplatz (slightly in the southwest of it, if you use the citymap). Here is the address:

And please note that the Darmstadt authorities can only help you if your official residence is located in Darmstadt. Neighbouring cities who do not belong to Darmstadt have their own registration offices. The county (Landkreis) of Darmstadt-Dieburg is the local government system you deal with if you live outside of Darmstadt city proper (Eberstadt, Arheilgen, Kranichstein and Wixhausen belong to Darmstadt).
The formalities for both depend on whether you are a resident of the European union or not.
Unionresidents are allowed to stay 90 days in Germany without registration. After that, they must register, presenting valid identification. They will receive a certificate for their being unrestrictive (without fee) which effectively is a residence and work permit.
Unionresidents from the countries Romania, Bulgaria, Lithuania, Letland, Estland, Poland, Hungary, Czech, Slovenia, Slovakia have to apply for a work permit directly with the agency for labour (address: Groß-Gerauer Weg 7, 64295 Darmstadt). This will gradually change in the near future.
Residents of countries who do not belong to the European union have to register with a valid national passport, before their entry visa expires – certain nationalities require a visa (visitation/business/ tourist) before entering Germany (applications can be addressed to the German consulate or the embassy of ones home country or the country of previous residence). After making a prior appointment, residents of countries who do not belong to the European union have to apply at the migration office (Ausländerbehörde) for a residence permit as well as for a work permit. The granting of a residence permit requires a fee in most cases.

When you register at the registration office, your tax class (Steuerklasse), which determines your tax rate, will be selected (you’ll be given an income tax registration card). You may be required to provide valid information on your marital, family and job status.
With filling in a religion on your tax form, you’re granting the state permission to register you as a church member and subsequently impose a church tax (Kirchensteuer) of 9% of your income tax. It is given to the church of your choice. If you do not fill in a religion, you will keep this money.
Health insurance is mandatory in Germany. Above a certain income, there is a choice between the statutory and private health schemes. In the statutory health scheme family members are insured without extra costs.

Driver’s licences of European union residents are fully recognised in Germany.
Driver’s licences of residents of other countries remain valid for half a year from the official date of the first residence permit (it can be prolonged for vocational reasons to a term of up to one year). Please consult the local Driver’s licence bureau to check the status of your license – the bureau is also located in the Stadthaus (Grafenstr. 30, full address above), has the same opening hours as the registration office, but you will find it in room 210. Again, the Darmstadt authorities will only be able to help you if your official residence is located in Darmstadt. Neighbouring cities who do not belong to Darmstadt have their own bureaus for that purpose.
A third party liability insurance (KFZ-Haftpflicht-Versicherung) is obligatory.
